Chris Neighbors has called Liberty Hill home for over 13 years, bringing deep roots, experience, and a genuine passion for education to the LHISD School Board. With a deep understanding of the challenges facing our schools — from budget priorities to curriculum quality and teacher support — Chris has delivered real results. He helped bring the Teacher Incentive Allotment (TIA) to LHISD, putting up to $30,000 in additional annual compensation in the hands of our top teachers. He also applied his expertise in artificial turf to help save the district over $2 million on the returfing of Liberty Hill High School's football, baseball, and softball fields.
Having raised a family in Liberty Hill for over 13 years, Chris understands firsthand what's at stake for our schools — and is committed to keeping parents informed, supporting our teachers, and building a stronger future for every LHISD student. He also played a key role in selecting LHISD's new superintendent, helping ensure the district has strong leadership to guide it through its next chapter of growth.
Among board members, Chris stands out for how consistently present he is in our schools. He regularly visits campuses, sits with students, and sees firsthand the incredible programs our kids and teachers are involved in every day. He has consistently pushed for greater board access to schools — because he believes that decision-makers should be present, engaged, and inspired by what's actually happening in our classrooms, not just reading about it in a report.
Under Chris's leadership, LHISD has earned a TEA "B" rating for three consecutive years, with the district's overall score rising to 85 out of 100 — outperforming the state in 57 of 60 STAAR and end-of-course tested subjects. That kind of consistent, broad academic performance doesn't happen by accident. It reflects a board that stays engaged, holds high standards, and invests in the right places.
The results show up in the numbers: 99.3% of the Class of 2023 graduated on time or earlier, and SchoolDigger ranks LHISD 112th out of 961 Texas school districts — better than 88% of districts statewide. Chris will continue championing the rigorous curriculum and student supports that keep LHISD among the best in Texas.
Chris also helped bring AVID (Advancement Via Individual Determination) to LHISD — a nationally proven, TEA-recognized college-readiness program operating in over 7,400 schools across 47 states. AVID targets students in the academic middle, pairing them with rigorous coursework and a proven support system built around Writing, Inquiry, Collaboration, Organization, and Reading (WICOR). In Texas, 99% of AVID graduates go on to college — with 83% enrolling in a four-year university — giving every LHISD student a real pathway to higher education and lifelong success.
Chris helped bring the Teacher Incentive Allotment (TIA) to LHISD — Texas's premier teacher retention program that rewards top-performing educators with up to $30,000 in additional annual pay. Recognizing teachers at the Recognized, Exemplary, and Master levels, TIA keeps our best teachers in the classroom where they belong.
Chris has also championed exploring a hybrid calendar that gives teachers dedicated Fridays without students — providing structured time for lesson planning, collaboration, and professional development. Great teachers deserve the time and space to do their best work.
Chris also supported a district-wide pay scale audit to ensure LHISD teacher compensation is competitive with surrounding districts. With neighboring districts paying significantly more, attracting and retaining great teachers depends on closing that gap — and this study, targeted for completion before summer 2026, is a critical step toward making that happen.
Proven results, not promises. Chris's expertise in artificial turf helped save LHISD over $2 million on the returfing of Liberty Hill High School's football, baseball, and softball fields — money reinvested where it matters most: our students and classrooms.
That same fiscal discipline helped deliver the 2023 bond election — $471 million in new school facilities and safety improvements — with a 76.59% approval rate and zero tax rate increase. Cited as one of the highest approval rates for a large bond in Texas that year, it's a clear reflection of the community's trust in how this board manages public dollars.
LHISD has grown by over 100% in enrollment since 2019 — one of the fastest-growing districts in Central Texas — and Chris has helped navigate that explosive growth responsibly, keeping the district's financial foundation strong while meeting the demands of a rapidly expanding community. Texas's stagnant per-student funding formula makes this work even harder, but Chris will keep fighting to ensure every dollar is stretched as far as possible for LHISD students.
Chris has also committed to responsibly restoring positions reduced during the district's budget shortfall — taking a smart, phased approach that prioritizes the needs of students and staff without compromising the financial health of the district.
Thinking ahead, Chris has been actively involved in strategic land purchases across the district — securing property at today's rates to position LHISD for future growth before costs rise further. Smart investments now mean more options and less expense for our community down the road.
Chris has also pushed for responsible building practices across all LHISD facilities — prioritizing quality construction and durable materials that reduce long-term maintenance costs and protect taxpayer dollars for years to come.
Maintaining safe, secure, and welcoming campuses where every student can focus on learning, free from distractions and threats to their well-being.
During Chris's time on the board, LHISD built an entire dedicated police force from the ground up — and made a firm commitment to place a police officer on every campus. Every LHISD student deserves to learn in an environment where their safety is never in question.
LHISD also added a police drug dog — serving both as a safety tool to keep campuses drug-free and as a beloved ambassador who builds positive relationships with students across the district.
Three years ago, Chris personally requested that LHISD produce an annual bullying report — creating accountability and ensuring the board has real data to track, address, and reduce bullying across all campuses every year.
Chris also serves on the district's Safety & Security Committee — working directly alongside administrators, staff, and community stakeholders to evaluate threats, strengthen protocols, and ensure LHISD's safety infrastructure stays ahead of the curve.
When it comes to showing up for students, Chris leads the way — regularly visiting campuses, meeting students, and experiencing the incredible programs our kids and teachers are part of every day. He has pushed hard for greater board access to schools, believing that good decisions start with being present and engaged.
Chris has also championed greater district transparency by helping establish the new Calendar Committee and Attendance Boundary Committee — bringing together staff and parents as active stakeholders to help guide important district decisions that directly affect families.
Chris led the push for new library safeguards that give parents greater control over the reading materials available to their children — putting families back in the driver's seat on age-appropriate content in LHISD libraries.
Investing in technology, STEM programs, and innovative learning opportunities that equip students with the skills needed in a rapidly changing world.
Chris is a proud supporter of LHISD's robust Career & Technical Education (CTE) programs — because not every path to success looks the same. From HVAC, welding, and construction to culinary arts, floral design, law enforcement, and health & science, LHISD offers students real-world skills and industry pathways that open doors long before graduation. Chris believes every student deserves a future-ready education — whether that leads to a university, a trade, or a career they're passionate about.
LHISD's College, Career, and Military Readiness (CCMR) rate stands at 78% — and the district has set an ambitious goal of 90% by the Class of 2027. Chris is committed to the dual enrollment, AP coursework, TSI preparation, and industry certification pathways that will get every LHISD student across that finish line.
LHISD's commitment to the whole student extends beyond the classroom. The district was nationally recognized as a 2025 NAMM Best Community for Music Education, and in 2024-25 finished in the Top 10 in Texas in the UIL Lone Star Cup for Class 5A — a statewide honor recognizing combined excellence in academics, athletics, band, and fine arts. The Lady Panthers basketball team reached the 2025 UIL State Championship game, a testament to what our students and coaches are capable of when given the right support.
Chris Neighbors has my vote because of his dedication to the students in this district. He is a true servant leader who gives freely of his time to engage with the students, teachers, and parents of the district. He makes decisions based on the needs of his stakeholders.
